  1. the principle that a government or local authority can only act if the action is in proportion to the aim which is to be achieved, the aim being to protect the rights of ordinary citizens
  2. the principle that a legal action can only take place if the costs are proportionate to the aim to be achieved
    Example The requirement of proportionality may be a reason for a party to refuse to respond to a request for further information.
