  1. an order or command to someone to do something
  2. (in the EU)
    a legally binding act of the European Community which is binding on the Member States of the EU, but not on individuals until it has been made part of national law

    Example The Commission issued a directive on food prices.
COMMENT A directive is binding in the result which is to be achieved. Directives do not have a direct effect before any time limit for their implementation has expired, and they do not have any horizontal direct effect (i.e. an effect between citizens).
